Cinnaminson BOE September 2026 Bond Referendum
A special Two Question Referendum to authorize the Cinnaminson School District to raise funds through the sale of bonds to finance the facilities improvement program is planned for Tuesday, September 15, 2026.

Memorial School – Parking Lot – repave drop off loop; Playground – new poured surfaces; replace Sanitary sewer line, PA system; security camera expansion
Eleanor Rush Elementary – Parking Lot expansion; roof replacement; ceiling replacement various locations; Toilet Room renovations (Classroom & Hall); APR - replace finishes and add sound boards; HVAC improvements; replace water fountains, & PA system; security camera expansion; new fire alarm system; electric service upgrades, New (8) classroom addition
New Albany Elementary – Parking Lots expansions; playground new poured surfaces; roof replacement; APR replace finishes, add sound boards; HVAC improvements; PA system replacement; security camera expansion; electric service upgrades; New 1-Story Gym and (6) PK classrooms with bathrooms addition with Art & Music classrooms
Middle School – Ceiling replacements; Cafeteria new sound boards; new HC lift – Cafeteria modify stage; hall locker replacements; new Wood Shop & storage area; new Esports arena & robotics classroom; HVAC improvements; security camera expansion; new emergency generator; electric services upgrades
High School – old Gym roof restoration; improvements to Aux Gym; new STEM Lab; new video scoreboards; new Esports arena & robotics classroom; Auditorium stage floor replacement; ceiling UV replacements

The projects included in Cinnaminson’s referendum are estimated to be $57.7 million for Question 1 and $18.3 million for Question 2. These figures include not only the work on the projects, but also professional and permit fees to support it, as well as a contingency calculated by the District's financial team to account for market fluctuations and contingencies.
To further reduce the tax impact, the Board of Education will partner with the Township on the cost of the new Multipurpose Turf Field. This $1.5 million Township contribution will lower the cost of Question 2.

Cinnaminson Township Board of Education specifically focused the bond proposal on projects that qualify for state aid, because paying for the same projects within the general operating budget means the local taxes pick up 100% of the cost.
Only certain kinds of projects are eligible, and they must be funded by a voter-approved bond referendum. With the state committed to paying up to 29%, the Cinnaminson Township School District is in line to get a total of $76 million of improvements with the state paying $17.9 million of those costs.

Voter approval of the referendum means that the owner of a home assessed at Cinnaminson's average ($236,538) would pay approximately $33.25/month for Question 1 and $13.34/month for Question 2. This is money Cinnaminson residents have already contributed to the state through taxes. With voter approval, we can bring those dollars back to benefit our own schools.

A bond referendum is a vote to allow a school district to borrow money through the sale of bonds. The process offers significant advantages to taxpayers as well as the District. When voters approve a bond referendum in New Jersey, qualified projects are eligible for (40%) state funding. Conversely, projects that are paid for through the regular operating budget are completely funded through local taxes.

Cinnaminson Township Schools are facing critical facility needs that can no longer be delayed. Roofing and heating/air conditioning systems in the schools are and have reached the end of their lifespans. The roofs are leaking at New Albany and Rush Elementary Schools and the heating/air conditioning systems at these schools and the Middle School are in constant need of repairs and are no longer energy efficient - driving up costs and limiting reliability.
Finally, Cinnaminson Township Schools must add classrooms to bring all of its youngest learners out of community providers and into our Memorial, New Albany and Rush Schools.
This will help ensure the District has adequate space for pre-kindergarten programs to maintain eligibility for state funding that supports this program.

The heating/air conditioning systems in all three district schools are reaching the end of their useful life. These systems are in constant need of repair and fall far below modem energy efficiency standards. Modern heating/air conditioning systems would be much more energy efficient and create environments that are more conducive to teaching and learning.
A September referendum puts Cinnaminson Township Schools on track for some work to begin in the Spring and Summer of 2027. Critical infrastructure projects would be targeted for completion by the start of the 2028-29 school year, while the classroom additions would be targeted for the 2029-30 school year.
